The short version
For a standard 4 foot enclosure, fit the 36 inch fixture. The usual guidance is a tube spanning roughly two thirds to three quarters of the enclosure length, mounted over the warm end, so the animal moves through a UV gradient rather than in and out of a small patch. A 24 inch fixture is the right choice for a smaller enclosure or a grow out tub, not for an adult setup. Buying short to save money is a false economy, because the animal ends up with a narrow band of usable UV and a great deal of enclosure where there is effectively none.
